The duties of the Technical Secretariat
The Technical Secretariat is a technical and executive unit set up based on the Prime Minister’s Order, No. 80 Date 12.5.2016 “On the Organization and Functioning of the Intern-Institutional Group for Trade Policy Coordination and Trade Facilitation”. The unit responsible for trade in the Ministry of Economic Development, Tourism, Trade and Entrepreneurship acts as a technical secretariat for the Committee. The Technical Secretariat coordinates the work for meeting the Committee objectives and preparing National Action Plan (for trade coordination and facilitation) 2016-2020.
- Prepares a 6-month working plan. The issues of this working plan will serve as a primary reference for the agenda of the meetings and the invitations for other stakeholders;
- Proposes to the Committee the agenda for the next meeting for a preliminary discussion, based on the proposals from the members of the Committee, as well as direct proposal from business community;
- In coordination with the Committee Chair, prepares the agenda for the next meeting and after its approval by the Committee Chair, sends out to Committee members and other invited institutions the materials that will be discussed at least 15 days before the next meeting;
- Organizes Committee’s meetings and invites stakeholders after the approval of the Committee Chair;
- Coordinates Committee activities with the respective ministers and organizes consultations meetings with the business community regarding the issues that will be discussed in the Committee meetings;
- Organizes technical and professional training sessions regarding trade facilitation;
- Assists the Committee in the discussion and review of the sector specific issues and administrative legal procedures brought to the attention of the Technical Secretariat.
- Prepares a research, study and analysis agenda regarding aspects related to issues of international trade facilitation, follows the institution’s or donators’ procedures for the recruitment of consultants and presents to the Committee the results of the research, studies and analysis.
- Prepares the minutes of the Committee meetings and send them to Committee members for approval not later than 5 working days after the respective meeting;
- Follows the implementations of the proposals made by the Committee, evaluates the outcomes and the impact of the Committee’s proposals for trade facilitation, reports to the Committee on these outcomes/impact and informs the other stakeholders on the progress made possible by the implementation of the recommendations;
- Informs the public on the Committee activities, using the Committee’s website as an information point accessible by everyone;
- Prepares, when needed, changes in the rules contained in this Regulation for improving the function of the Committee and presents it to the Committee and the Committee Chair for approval;
- Establish and maintain relations with the business community, donators, international organizations and especially the international trade facilitation organization, civil society and other stakeholders.
